February 25, 2010 was a great milestone on the IECEP foreign chapter history.
On this day, during the third meeting of the working committee (2 weeks after the 1st informal meetings), several attendees gathered together in Elite International School. They have exceeded the minimum requirement of IECEP National to have an election of officers as per national by laws on setting up a foreign chapter. They have elected from among themselves twelve Board Of Directors (BOD) composed of the following:

 

PresidentEngr. Mario Balboa, ECE

Engr. “Mar” has more than sixteen (16) years in the field of IT and Telecoms Business, with experience ranging from engineering, enterprise marketing, management functions for provisioning and maintenance to business analysis to OSS/BSS, ICMS, CRM/Siebel and IRB/Geneva implementations and support contracts.Currently working as a service manager for Mobile Enterprise Marketing. Previously a Senior Business Consultant and Project Team lead responsible for providing support to the company’s business processes, providing solutions for the company with regards to new products and services, designing solutions for modifications to existing products to keep pace with the evolving MOBILE Industry. This role encompasses all aspects of the company including customer care, provisioning and billing.

VP For Internal AffairsEngr. Catalino Criste, PECE

Engr. “Chris” has been in the active practice of profession as a Senior Telecommunication Engineer for more than thirty years in various fields such as voice and data, radio systems, satellite systems, microwave communication systems, encryption devices, and installation, operation and maintenance and turn key projects.He has traveled in twenty five countries for installation of communication devices, equipment and systems. He is a registered Professional Electronics Engineer and a former UE Instructor.He is happily married to Sonia Criste and blessed with three children who are now all professionals: a Private Pilot, a Medical Doctor and a Psychology major.

VP For External AffairsEngr. Constantino Acance, PECE

Engr. “Sonny” is a professional engineer with 15+ years of experience in various industries in Homeland Security, Military and Defense, Telecommunication Supplier, Mobile Communications Operator, Telecom System Design and Consultancy, Program Management, Technical Training, and the Academe.Formerly, he works as a Consultant and Retainer to Philippine common carrier operators, systems integrators, distributors and telecom suppliers dealing directly with government regulatory requirements in a recommending approval. Currently, he is working for Saudi Controls as a Program Manager and Project Coordinator.He is an Ordained Knight of the Order of the Knights of Rizal and is heavily involved in community service here in Riyadh. Currently, he serves as the Chapter Chancellor of the Order.
An avid golfer and audiophile by heart. He is blessed with his lovely wife Ruth, and two wonderful sons, Josiah David and Jonathan Reuel.

VP For Education: Engr. Modesto Gibas, PECE


Engineer “Moody” currently works in STC as Technical Specialist. He already held different positions in the same company due to his wide expertise in both software and hardware arena. From being Telecom Design Engineer to software programmer, he also became a Saudinet system administrator and IT Support Engineer. He has a strong knowledge in programming and has been on the job as an Oracle DBA and developer. Right now he is administering XNG Granite system by Telecordia, Oracle Siebel CRM and other billing system. Back home, he has been a Biomedical Engineer in St. Lukes Hospital and had been an instructor in the University of the East. He was then a practicing Electronics Technician at La Consolacion College’s Audio-Visual Department. He also worked as a contractor in PLDT for in-building telephone facilities and have put up his own contracting company before going abroad. Member of COMSOFIL Riyadh, Filcom-IT, and Toastmaster International.

Sec. General: Engr. Jonathan Tiston, PECE


Engr. “Jonathan” is a professional engineer with 14+ years Solid Experience on Telecom Project and Large Scale Broadband Networks on service provider area, with exposure on project management and specialized on core and access networks. He is currently working as Network Consultant for Saudi Telecom projects for Broadband MSAN Next Generation Networks (NGN) project utilizing Alcatel-Lucent, Huawei and Nokia-Siemens Networks equipment connectivity through Cisco IPMPLS core network backbone and Huawei Softswitch interconnection.

 

Treasurer: Engr. Alberto Abarquez Jr., ECE


Engr. “Albert” is working with Alcatel-Lucent as a Technical Support for Optical Networks Transmission from 2008 to present. Major project is the STC Transmission Network. Graduated from the University of San Jose – Recoletos batch 1992. Over 12 years working experience in the field of telecommunications here abroad and in the Phillippines (Liberty Telecoms). With seven years here in KSA and worked as an SDH Engineer for O&M STC Transmission Network (Detasad) and currently with ALU as Tier 2 Support for STC – TTAC (Transmission Technical Assistance Center).

 

Director: Engr. Jojo Red, PECE


Engr. “Jojo” (Director and Reviewer) have gained vast experiences in the academe and teaching profession as professor and reviewer in the Philippines, Saudi Arabia and Japan.

 

Director: Engr. Enrico Manalo, PECE


Engr. “Ricky” (SPLBE Director and Reviewer) have gained vast experiences in the academe and teaching profession as professor and reviewer in the Philippines, Saudi Arabia and Japan.

 

Director: Engr. Anthony Castrojo, PECE

Engr. “Butch” graduated BSECE at Cebu Institute of Technology in 1996. He has more than 12 years experience in Telecommunications for Switch and Transport, Network Planning, Engineering, Test & Turn-up and Operations & Maintenance. Back home, he was connected with BayanTel and worked with various positions under Network Group. He was part of the Implementation Group for BayanTel’s rollout in South Mindanao particularly Davao and General Santos City. Currently, he is working with Alcatel-Lucent-KSA as Transmission Design Engineer.

 

Director: Engr. Rito Banan, ECE

Engr. “Torits” is a former director but come back to Philippines to look for another job. He was able to transfer to another company also in Riyadh.

 

Director: Engr. Oscar Oliva, PECE

Engr. “Oca” has worked with STC as Design Engineer. He is the former treasurer of IECEP-KSA-CRC but went for good.

 

Director: Engr. Joel Liwagon, ECE

Engr. “Joel” is a former auditor. He has been in the kingdom for quite some time and serve as telecom engineer.
